PROPOSITION 1 - APPROVED
BE IT RESOLVED that the proposed budget of expenditures adopted by the Board of Education of the Roslyn Union Free School District for the 2022-2023 school year in the amount of $122,145,193 be approved, and the amount thereof shall be raised by a levy of a tax upon the taxable property of the school district, after first deducting the monies available from State Aid and other sources as provided by law.

PROPOSITION 2 - APPROVED
BE IT RESOLVED that the proposed budget of the Bryant Library in the amount of $5,093,169 as prepared by the Trustees of said Library for the 2022-2023 school year and that the amount of $5,064,369 be raised by the levy of a tax upon the taxable real property in the Roslyn Union Free School District be and hereby are approved.

PROPOSITION 3 - APPROVED
Shall the Board of Education be authorized to: (a) purchase various school buses and vans for use by the District, including related equipment and apparatus, and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $396.000.00; (b) that a tax is hereby voted in the aggregate amount of not to exceed $396,000.00 to pay such cost, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $396,000.00 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable, and (d) that, in lieu of bonds, the District is authorized to enter into one or more installment purchase contracts for the purchase of some or all of said buses and vans, for a term not to exceed five (5) years; and a tax is hereby voted to pay each installment on any such contract.

PROPOSITION 4 - APPROVED
SHALL the Board of Education be authorized to expend a sum not to exceed $2,139,116.50 from the 2015 Construction Capital Reserve fund established in May 2015 and $2,314,573.89 from the 2017 Construction Capital Reserve fund established in May 2017 for the purpose of performing the following projects: (1) new walk-way and stair to existing press box, (2) replace perimeter fencing and install screen plantings and gates, (3) renovate existing scoreboard, (4) resurface existing track, (5) replace synthetic turf fields, (6) replace perimeter drain covers, (7) install track and field runways, pits and jumps, (8) furnish and install track equipment storage building (with screen plantings), (9) furnish and install field lighting and (10) High School Classroom Upgrades and all labor, materials, equipment, apparatus, and incidental costs associated therewith.

To elect three (3) members of the Board of Education. One (1) term of three (3) years commencing July 1, 2022 and terminating June 30, 2025; the remainder of one (1) unexpired term commencing May 17, 2022 and terminating June 30, 2022 followed by a three (3) term commencing July 1, 2022 and terminating June 30, 2025, and the remainder of one (1) unexpired term commencing May 17, 2022 and terminating June 30, 2023, in the order in which they will appear on the ballot:

HOW TAX DOLLARS ARE SPENT
About 80 percent of every school budget is an investment in people. Contribution rates for the state retirement systems will increase next year. Higher contribution rates paid by employees for health insurance help to offset increases in premiums.
SOURCES OF REVENUE
Property taxes comprise by far the largest source of revenue. Like many Long Island school districts, Roslyn receives little aid from New York State, which provides less than 8% of the district’s overall funding. Reserve funds help to keep the tax levy steady from year to year, in addition to providing a revenue source for long-term expenses, like capital improvements, that fall outside the annual budget.

The linked document includes 11 different ways of viewing the proposed budget for 2022-23. Each of the five organizations of the budget (function, object, location, program and administrator) includes both a summary and a line-by-line document.
WHY? The function code indicates why something is allocated in the budget.
WHAT? The object code describes the specific item or service.
WHERE? The location code tells us where the item or service is being provided.
WHICH? The program code specifies which part of the program the item or service is allocated for.
WHO? The administrator code identifies the individual who is responsible for the budget item.
The budget reflects an increase of 2.93% over 2021-22 and includes all changes in staffing and services and materials and equipment as approved by the Board of Education. The proposed increase in the tax levy is 2.48%, significantly less than the state levy limit of 3.70%.
Included in each of the "Summary" and "Line by Line" sections are actual expenditures for 2016-17, 2017-18, 2018-19, 2019-20, 2020-21 as well as the adopted 2021-22 budget, the proposed budget for 2022-23, and the difference in percentage between the proposed budget and the current budget. The "Detailed" budget includes the actual expenditures for 2021-22, the current budget, and the proposed budget for 2022-23 as well as a description of each item the district plans to purchase under each budget code.

CURRICULUM & INSTRUCTION
22-23 Budget Support Summary:
Elementary:
Implement explicit grammar instruction in grades three through five with focus on the conventions of standard English. The Grammar Workshop, Tools for Writing series offers lessons that are scaffolded and sequenced appropriately based on age and level.
Provide the primary grade classroom libraries with GEODE readables. These books are aligned to the developmental reading stages of the Wilson Fundations reading program and combine decoding strategies with explicit instruction in vocabulary and content through authentic reading experiences. Geode libraries are accessible, knowledge-building books for emerging and developing readers.
Offer Generation Genius, an online platform with a comprehensive set of engaging science videos and lessons made in partnership with the National Science Teachers Association. A STEM learning resource that is aligned with the current Next Generation Science Standards as well as the New Generation Learning Standards for Math. Grades kindergarten through fifth grade will benefit from this new resource. Also, we will complement our STEM classes with National Geographic workbooks as a resource for our primary grades to enhance projects as well as field experiments about science, nature, and culture from around the world.
Enhance opportunities of experiential learning for our students by offering year one of LEGO Robotics and Mock Trial as an intramural as well as reinstating the Stock Market Game so that students early on can experience a career in Finance.
Examine Civic Education programs and implement one that will provide our students with the civic knowledge and the civic skills that are needed to function as productive civic participants within their school and their communities.
Roslyn Middle School/Roslyn High School
Implement a Roslyn Middle School Buddy Program that will ease the transition from 5th grade to the middle school and provide an opportunity for 7th grade students to grow their mentoring/leadership skills; refresh club offerings with the RMS Code Club and RMS Environmental Club.Target grades 6-12 grammar, mechanics, and writing by utilizing the sequential and scaffolding NoRedInk.com program.
Provide students with real life experience of financial markets, economics, global trade, and analysis; apply case studies and software analytics to assess risk and create well-developed equity portfolios; facilitate the Bloomberg Trading Challenge to offer students the opportunity to earn a Bloomberg Market Concepts certification through a standardized examination provided by Bloomberg.
Offer Pre-Med instruction with the Anatomage Table—a virtual, hands-on dissection technology; host visiting doctors and healthcare workers to impart their knowledge and experience.
Emphasize the importance of College Preparatory Strategies for SAT/ACT Exams— taught by faculty English/math teachers who have a critical understanding of the methodology and can provide students with the specific content, verbal/mathematical reasoning skills and strategies to successfully navigate the exam.
Highlights
- Four RHS students were named finalists in the 2022 National Merit Scholarship Competition.
- Twelve seniors were named Commended Students in the 2022 National Merit Scholarship program.
- Four RHS seniors were named Regeneron 2022 Semifinalists.
- One RHS senior was named a Regeneron Finalist and selected by her peers to receive the Seaborg Award.
- Twenty seniors and 159 juniors were inducted into the National Honor Society.
- Two RHS students placed second in 2022 Long Island Junior Science and Humanities Symposium.
- Four RHS students placed 2nd, 3rd, and two honorable mentions in the second round of the Long Island Science and Engineering Fair 2022.
- Three RHS Hilltop Beacon writers placed 1st, 2nd, and 3rd at the 2022 Adelphi Quill Awards.
- An RMS student took first place in the Stock Market Game among 4,275 teams in New York State

RHS ADVANCED PLACEMENT COURSES
For the 2021-2022 school year, 70% of students in grades 10-12 enrolled in at least one AP course.
Roslyn High School will administer over 1450 exams in Spring 2022.
For the 2020-2021 school year Roslyn High School students were awarded:
- 65 AP Scholars – Granted to students who receive scores of 3 or higher on three or more AP Exams
- 39 AP Scholars with Honor- Granted to students who receive an average score of at least 3.25 on all AP Exams taken, and scores of 3 or higher on four or more of these exams
- 84 AP Scholars with Distinction - Granted to students who receive an average score of at least 3.5 on all AP Exams taken, and scores of 3 or higher on five or more of these exams
- 18 National AP Scholars - Granted to students in the United States who receive an average score of at least 4 on all AP Exams taken, and scores of 4 or higher on eight or more of these exams

- Boys Varsity Volleyball won the Division II Nassau County Championship
- Graduating Senior is the 2022 All Around Nassau County Gymnastics Champion
- A RHS gymnast was selected as a News 12 Long Island Scholar Athlete of the Week
- RHS athlete was the 300m Winter Track Nassau County Champion 2022
- RHS athlete was the Shot Put and Weight Throw Nassau County Champion during the 2022 Winter Track championship
- A RHS wrestler placed 4th in the 2022 Nassau County Wrestling Tournament
- The United States Tennis Association Eastern Long Island Region recognized RHS Coach and the Roslyn High School Buddies as the Innovative Tennis Program of the Year
- A RHS athlete earned the Nassau County Champion title in the Weight Throw
- Boys Varsity Winter Track and Field Team were named Conference Champions 2022
- RHS doubles tennis team finished 2nd in the Nassau County Tennis Doubles Championships and earned All-State honors for the second consecutive year
- RHS pitcher won the Diamond Award for best pitcher in Nassau County 2021

ROSLYN MARCHING BAND
- The Roslyn Marching Band is the biggest competitive program in the New York State Field Band Conference with 180 members. At championships in 2021, the band received their highest placement and score in the history of the entire program.
- The Roslyn Marching Band performed to thousands of spectators in Orlando, FL at Disney’s Magic Kingdom in Feb. 2022.

FINE AND PERFORMING ARTS
- A RHS Band senior was selected into the Macy’s Great American Marching Band. She performed in the Macy’s Thanksgiving parade in front of millions in NYC.
- Band Senior was selected and participated in the NYSSMA All-State Symphonic Band on French Horn.
- One student was accepted to Long Island’s Best Art Exhibit at the Heckscher Museum in Huntington and awarded the Firefly Gallery Next Generation Award.
- Four RHS musicians were selected for NYSSMA All-State 2021.
- Six elementary and middle school students were selected to participate in the LISFA’s Virtual Music classes.
- Eighteen RHS students were inducted into the Tri-M Music Honor Society.
- A RHS musician was selected to perform in the 2021 Macy’s Thanksgiving Day Parade.
- The RHS Royal Crown players presented a fall performance of Legally Blonde and a spring performance of Big Fish
- RMS Spotlight presented a spring performance of The Addams Family.
- Two RHS seniors were named 2021-2022 Long Island Scholar Artists.

Are you Eligible to Vote ?
To vote in a school election, an individual must be:
- US. Citizen.
- 18 years old by election day.
- A resident in the Roslyn School District for at least 30 days by election day.
- Registered to vote.
If you have not voted in a Roslyn School District election or general election within the last four years, or are a new resident and have not registered to vote with the Board of Elections, you must register IN ADVANCE to vote in the election and budget vote which will take place on Tuesday, May 17, 2022 in the North Gym at Roslyn HS. No person shall be entitled to vote unless qualified to vote pursuant to law.
