PROPOSITION 1
BE IT RESOLVED that the proposed budget of expenditures adopted by the Board of Education of the Roslyn Union Free School District for the 2023-2024 school year in the amount of $127,474,805 be approved, and the amount thereof shall be raised by a levy of a tax upon the taxable property of the school district, after first deducting the monies available from State Aid and other sources as provided by law.
SEA resuelto que deberán plantearse el proyecto de presupuesto de gastos aprobado por la Junta de educación del distrito escolar Roslyn unión libre para ser aprobados el año 2023-2024 por un monto de $127,474,805 y la cantidad de sus por un gravamen de un impuesto sobre la propiedad del distrito escolar, después de la primera deducción de las sumas de dinero en ayudas estatales y de otras fuentes previstas por la ley.

PROPOSITION 2
BE IT RESOLVED that the proposed budget of the Bryant Library in the amount of $5,064,369 as prepared by the Trustees of said Library for the 2023-2024 school year and that the amount of $5,064,369 be raised by the levy of a tax upon the taxable real property in the Roslyn Union Free School District be and hereby are approved.
SE RESUELVE que el presupuesto propuesto de la Biblioteca Bryant por la cantidad de $ 5,064,369 tal como lo prepararon los Fideicomisarios de dicha Biblioteca para el año escolar 2023-2024 y que la cantidad de $ 5,064,369 sea recaudado por el impuesto de una propiedad sobre la propiedad gravable en el Distrito Escolar Libre de la Unión de Roslyn y por la presente se aprueban.

PROPOSITION 3
Shall the Board of Education be authorized to (a) purchase various school buses and vans for use by the District, including related equipment and apparatus, and to expend therefor, including preliminary costs and costs incidental thereto and to the financing thereof, an amount not to exceed the estimated total cost of $560,000.00; (b) that a tax is hereby voted in the aggregate amount of not to exceed $560,000.00 to pay such cost, said tax to be levied and collected in installments in such years and in such amounts as shall be determined by said Board of Education; (c) that in anticipation of said tax, bonds of the District are hereby authorized to be issued in the principal amount of not to exceed $560,000.00 and a tax is hereby voted to pay the interest on said bonds as the same shall become due and payable, and (d) that, in lieu of bonds, the District is authorized to enter into one or more installment purchase contracts for the purchase of some or all of said buses and vans, for a term not to exceed five (5) years; and a tax is hereby voted to pay each installment on any such contract.
Será autorizada la Junta de Educación para: (a) comprar varios autobuses y camionetas escolares para su uso por el Distrito, incluyendo equipos y aparatos relacionados, y para gastar en ellos, incluyendo costos preliminares y costos incidentales a los mismos y para su financiamiento, una cantidad que no exceda el costo total estimado de $560,000.00; (b) por la presente se vota por un impuesto por la cantidad total que no exceda los $560,000.00 para pagar dicho costo, dicho impuesto se percibirá y cobrará en cuotas en los años y en las cantidades que determine dicha Junta de Educación; (c) que en anticipación a dicho impuesto, los bonos del Distrito se autorizan a ser emitidos por el monto del capital que no exceda $560,000.00 y se vota por un impuesto para pagar los intereses de dichos bonos, ya que de igual manera será exigible y pagadero y (d) que, en lugar de bonos, el Distrito está autorizado para celebrar uno o más contratos de compra a plazos para la compra de algunos o todos los autobuses y camionetas mencionados, por un término que no exceda los cinco (5) años; y por la presente se vota un impuesto para pagar cada cuota de dicho contrato.

Proposition 4 - Capital Reserve Fund Expenditures - Slideshow
SHALL the Board of Education be authorized to expend a sum not to exceed $8,000,000.00, from the 2017 Capital Reserve Fund established in May 2017 and the 2015 Capital Reserve Fund established in May 2015, including the use of accrued interest from the 2015 Capital Reserve for the purpose of performing the following projects: (1) Furnish and install seven High School tennis courts, with replacement and upgrade to court lighting (at 3 courts) and spectator pavilion seating, (2) replace perimeter fencing/backstop (with screen planting and gates), (3) replace discus and shot put play area, (4) furnish and install new walkways, stairs and retaining walls, (5) furnish and install baseball/multi-use synthetic turf field w/ dugouts/team areas, spectator pavilion seating and bullpen/batting tunnel, (6) upgrade all field drainage, (7) furnish and install field lighting at the baseball/multi-use synthetic turf field, (8) High School classroom upgrades and all labor, materials, equipment, apparatus, and incidental costs associated therewith.

HOW TAX DOLLARS ARE SPENT
About 80 percent of every school budget is an investment in people. Contribution rates for the state retirement systems will increase next year. Higher contribution rates paid by employees for health insurance help to offset increases in premiums.
SOURCES OF REVENUE
Property taxes comprise by far the largest source of revenue. Like many Long Island school districts, Roslyn receives little aid from New York State, which provides less than 9% of the district’s overall funding. Reserve funds help to keep the tax levy steady from year to year, in addition to providing a revenue source for long-term expenses, like capital improvements, that fall outside the annual budget.AS OF APRIL 18, 2023
The linked document includes 11 different ways of viewing the proposed budget for 2023-24. Each of the five organizations of the budget (function, object, location, program and administrator) includes both a summary and a line-by-line document.
WHY? The function code indicates why something is allocated in the budget.
WHAT? The object code describes the specific item or service.
WHERE? The location code tells us where the item or service is being provided.
WHICH? The program code specifies which part of the program the item or service is allocated for.
WHO? The administrator code identifies the individual who is responsible for the budget item.
The budget reflects an increase of 4.36% over 2022-23 and includes all changes in staffing and services and materials and equipment as approved by the Board of Education. The proposed increase in the tax levy is 2.57%, significantly less than the state levy limit of 3.01%.
Included in each of the "Summary" and "Line by Line" sections are actual expenditures for 2017-18, 2018-19, 2019-20, 2020-21, 2021-22, as well as the adopted 2022-23 budget, the proposed budget for 2023-24, and the difference in percentage between the proposed budget and the current budget. The "Detailed" budget includes the actual expenditures for 2020-21, 2021-22, the 2021-22 budget, the current 2022-23 budget, and the proposed budget for 2023-24 as well as a description of each item the district plans to purchase under each budget code.

For the 2022-2023 school year, 70% of students in grades 10-12 enrolled in at least one AP course.
Roslyn High School will administer over 1,479 exams in Spring 2023.
For the 2021-2022 school year Roslyn High School students were awarded:
- 120 AP Scholars – Granted to students who receive scores of 3 or higher on three or more AP Exams
- 42 AP Scholars with Honor- Granted to students who receive an average score of at least 3.25 on all AP Exams taken, and scores of 3 or higher on four or more of these exams
- 92 AP Scholars with Distinction - Granted to students who receive an average score of at least 3.5 on all AP Exams taken, and scores of 3 or higher on five or more of these exams
- 1 AP International Diploma

ROSLYN MARCHING BAND
The Roslyn Marching Band is the biggest competitive program in the New York State Field Band Conference with 185 members.
- The band was recently promoted to Small School 1 which represents the highest level of competition for a small school in the entire conference.
- At NYSFBC championships in Syracuse in 2022, the band received their highest placement and score in the history of the entire program. The band won first place and took home the NY State Governors Cup for the Small School 2 Division.
- The Roslyn Marching Band won the New York State Regional Championship at Lindenhurst High School in 2022 in Class 5A of the USBands Conference.
- The band was recently promoted to Small School 1 which represents the highest level of competition for a small school in the entire conference.

Are you Eligible to Vote ?
To vote in a school election, an individual must be:
- US. Citizen.
- 18 years old by election day.
- A resident in the Roslyn School District for at least 30 days by election day.
- Registered to vote.
If you have not voted in a Roslyn School District election or general election within the last four years, or are a new resident and have not registered to vote with the Board of Elections, you must register IN ADVANCE to vote in the election and budget vote which will take place on Tuesday, May 17, 2022 in the North Gym at Roslyn HS. No person shall be entitled to vote unless qualified to vote pursuant to law.
